Victor Rosario is the 8th Person the CPCS Innocence Program has helped to free in the last 4 years. Victor, convicted of arson and 8 counts of second degree murder in connection with a 1982 Lowell fire, served 32 years before he was granted a new trial. Following the SJC’s affirmance of the new trial order, the Middlesex District Attorney, “in the interests of justice and fairness” filed a nolle proseque, dropping all charges. Victor’s exoneration was the result of concerted collaboration of public and private counsel as well as several organizations. Private counsel Andrea Petersen and Esther Horwich, staff attorneys Lisa Kavanaugh, Ira Gant, Stephanie Page, Joanne Daley and Debra Krupp, the CPCS Innocence Program, the New England Innocence Project, law student externs from the Boston College Innocence Program, and the National Center for Reason and Justice all made substantial contributions.
